The general rule is that your annual income must be below 30% to 50% of the median income of your metropolitan area or rural county. You must also pay around 30% to 40% of your monthly adjusted gross income toward rent and utilities.
The Housing Choice Voucher (HCV) program is the most commonly used government-funded housing voucher program. It is known by the name Section 8. Although tenants are allowed to choose their own housing or apartment rentals, the landlord still has to accept the vouchers. It is their choice.
Most states have no laws that force landlords or property owners to accept housing vouchers from tenants. But even if the landlord does accept vouchers, the property itself has to pass the necessary safety standards and inspections from the local public housing authority. Once the property meets the authority’s approval, the landlord can begin to accept tenants who have housing vouchers.
How Your Income Impacts Housing Voucher Eligibility
The U.S. Department of Housing and Urban Development (HUD) is the federal agency responsible for managing the housing voucher program. HUD works with state and local housing authorities to verify the eligibility of applicants and distribute the vouchers to those who qualify.
Income verification is an essential part of confirming eligibility for housing vouchers. Applicants who make less than 30% of the median income of their area will be prioritized over those who make more. In fact, public housing agencies must issue 75% of their vouchers to those who make under 30%. The other 25% goes to those with income between 30% to 50% of the local median income. If your income exceeds 50% of the median income of your area, you cannot qualify for the housing vouchers.
There used to be some abuse of the voucher program in the past, but not so much anymore. HUD, along with state and local agencies, has aggressively cracked down on the waste, fraud, and abuse of the housing vouchers by ensuring that only qualified people receive them. Since the year 2000, about 64% fewer erroneous voucher payments have been made.
